Computing Corporation Wins Integrated Law and Justice
Contract to Deploy COPLINK® Across Orange County,
California

After a very competitive bid process managed by an
independent national consulting firm, and the intense
review by a fourteen person multi-jurisdictional team
from Orange County, Knowledge Computing Corporation
announced today that it has been awarded a contract to
support the Orange County Integrated Law and Justice (OCILJ)
Project with its critically acclaimed crime fighting
solution COPLINK®. As the prime contractor, Knowledge
Computing Corporation is leading a team that includes
Unisys, which is providing the hardware platform and
professional services as a subcontractor to Knowledge
Computing Corporation. Funding for the project was made
possible by Urban Area Security Initiative (UASI) Grants
in Orange County.

McDonell, Chairman of the Steering Committee for the
OCILJ Project.
He commented further, "This project will provide the
capability to electronically share information across
multi-jurisdictional lines for the first time in the
history of the Criminal Justice System in this County.
It's also the first time so many disparate databases
have been linked in one County and as a result, the
model will provide an excellent example for other
similar jurisdictions. COPLINK will substantially
enhance efforts to protect our citizens by allowing us
to share such information, significantly improve our
investigative abilities and reduce the potential for
criminal activity and terrorist related acts to go
undetected."
COPLINK provides unparalleled analysis and decision
support for rapidly identifying criminal suspects,
relationships and patterns that can help solve and
thwart crime and terrorism. It works by allowing vast
quantities of structured and seemingly unrelated data,
currently housed in various incompatible databases and
record management systems (RMS), to be securely
organized, consolidated and rapidly analyzed over a
highly secure intranet-based platform.
One search using known or partial facts from an ongoing
investigation can produce qualified leads that would
otherwise be unapparent in seconds - a process that
prior to COPLINK wasn't possible or often took days or
weeks. Through sophisticated analytics, COPLINK builds
'institutional memory,' reduces knowledge gaps and
prevents criminals from falling through the cracks.
Phase One of the OCILJ Project provides for full
implementation of the COPLINK Solution Suite, which
includes COPLINK Mobile, COPLINK Detect, COPLINK
Visualizer, COPLINK Active Agent, and COPLINK Incident
Analyzer search and analysis tools. Data will be
integrated from five police agency records management
systems, the Orange County Sheriff's Dept. records and
jail management systems, and the Orange County Superior
Court's citation database. Phase two will provide for
the addition of the remaining police agencies on an
incremental basis.
COPLINK first catapulted into the national spotlight for
its proof of concept role following the Montgomery
County, Maryland sniper investigation. Today, the
solution is in use in over 100 jurisdictions nationwide
from Boston to San Diego helping police officers fight
crime and improve community safety.
Winner of numerous awards, COPLINK was recognized by the
International Association of Chiefs of Police as a
finalist for the prestigious Webber Seavey Award for
quality in law enforcement for the Tucson, Arizona
deployment. The Center for Digital Government also
recognized COPLINK as one of the best of breed and most
innovative IT projects undertaken by cities in the
nation.
